The Constituency Development Fund (CDF) was established in 2003 through the CDF Act in The Kenya Gazette Supplement No. 107 (Act No. 11) of 9th January 2004. The fund aims to control imbalances in regional development brought about by partisan politics.
It targets all constituency-level development projects, particularly those aiming to combat poverty at the grassroots.
The committee.
The Constituency Development Committee (CDC) will be the overall coordinator of development projects in the constituency under the leadership of the Member of the Parliament. It will also be responsible for sourcing of funds from funding agencies such as the CDF and LATF and overseeing the application of the funds in the respective projects.
Every implementation has to be monitored during progress and evaluated on the basis of the expected outcome and the time periods allocated. Any deviation from the planned cause of action will be corrected and measures put in place to prevent recurrence. Monitoring and evaluation will be carried out by a subcommittee within the sectorial committees. Regular meetings and field assessment at development sites will be carried out to ensure successful implementation. The sectorial sub-committees will also report to the constituency development committee on a quarterly basis on the progress made. At least each of the sub committees will constitute an expert from the sector who will be able to ascertain the quality of the projects in terms of materials as well as workmanship.
